The Cambria County Library Board of Directors oversees the Cambria County Library as well the Cambria County Library System. The Cambria County Library board consists of representatives from the library’s direct service area, as well as representatives from some of the member libraries in the Cambria County Library System. Their professional expertise and community involvement make them valuable advocates of our mission and services.

Cambria County Library’s History

A public library was established in Johnstown in 1870. In 1892, the library moved to a new Carnegie Building where it remained for the next 79 years.

In September 1971, the Cambria County Library moved to its present location in the newly constructed David A. Glosser Memorial Library Building. The building was badly damaged in the July 1977 flood, with damage to the building, book collection, furniture and equipment totaling approximately 1.1 million dollars. Repairs to the building were completed and the library reopened in May 1978.

In 1983, a Library Services and Construction Act [LSCA] grant was received for the construction of a third floor addition to the library. A fund-raising campaign supplemented the grant and realized more than $20,000 in pledges toward the project. The third floor was completed in December 1984 and an opening ceremony was held in March 1985 and was attended by various officials. A teen space was created on the third floor in 2009 (this space has since been relocated to the first floor) and a senior space was established on the first floor in 2010.

In 1989 the library began preparations for automating the circulation and technical services processes and for creating an automated catalog. Monies were obtained both from grants and through a fund drive campaign, and the automation system went live in January 1993. The library migrated to a newer system in 2001, then joined a multi-library consortium in 2007 as a member of the Cambria County Federated Library System which included the other thirteen public libraries in Cambria County. In 2011, all members of the County System migrated to an open-source automation system which is intended to gradually grow into a state-wide system. In 2013, the County System instituted delivery between system member libraries, allowing patrons to borrow and return items more easily between different locations. In 2018, that resource sharing program was extended to allow borrowing between the Blair County Library System and the Lackawanna County Library System.

Through the 1990’s the library began gradually adding computers for public Internet access, and in 1999 received nearly 30 public Internet access computers through a partnership with the Greater Johnstown School District. The library also partnered with the Bill and Melinda Gates Foundation in 2002 to add 4 public Internet access computers and an eleven-computer lab. The library continues to maintain more than 40 computers for public use.

In 2018, the Cambria County Library partnered with the Pennsylvania CareerLink Cambria County to become the first public library in Pennsylvania to house a comprehensive, full-service CareerLink site within the library. This partnership has greatly improved the library’s ability to meet the needs of job seekers and has created new opportunities to support and enrich our community.

Cambria County Library serves in several capacities. It is considered the home library for all Johnstown residents and all other residents of Cambria County who live in areas without a local library. It is the headquarters of the Cambria County Library System and also the District Library Center of the Johnstown District, which encompasses Cambria, Indiana and Somerset Counties.

About Johnstown Library District

The Cambria County Library is the District Library Center for the Johnstown District, serving libraries in Cambria, Indiana, and Somerset counties along with the counties’ 287,000 residents.

The State of Pennsylvania is divided by Commonwealth Libraries into 29 geographic regions called districts. Within each district, the Deputy Secretary and Commissioner for Libraries designates one strong library as the District Library Center. That library is then expected to provide supplementary library services to all local libraries within the district, make its resources available without charge to all residents of the district, coordinate the services of all local libraries, and exchange, provide, and contract for library services with other district library centers. All public libraries in the state are served by one of 29 District Library Centers. 

Cambria County Library provides full-range district services to 21 member libraries. Member libraries are those public libraries that qualify for and participate in the State Aid Program administered by the Office of Commonwealth Libraries. Additionally, the Cambria County Library as a District Center also provides support services to affiliate libraries. Affiliate libraries receive counsel of district center staff as well as access to continuing education provided by the district center. The Johnstown District is comprised of 2 federated systems–Cambria County Federated Library System and Somerset County Federated Library System–as well as 4 independent libraries.

Johnstown Library District Services

Cambria County Library employs one full-time District Consultant who serves as the liaison and channel of communication between local libraries and the Office of Commonwealth Libraries in Harrisburg. The Consultant provides professional library knowledge and guidance to local library directors, staff and trustees as well as continuing education on all aspects of library services. The Consultant also acts as a library advocate before local, state and federal representatives. Periodic field visits to each district library are also an integral part of the District Consultant’s responsibilities.

District Library Centers receive funds, known as District Aid, from the state of Pennsylvania in order to provide support services to the local public libraries in their geographical areas.

Support services that Cambria County Library provides as the Johnstown District Library Center include:

  • Interlibrary Delivery Service (IDS) affiliate memberships (or acceptable alternatives) for district member libraries that allow for borrowing and lending among Pennsylvania libraries
  • Access to OCLC, a worldwide, member-driven library cooperative that allows for interlibrary sharing outside of Pennsylvania.
  • Free library card services to any resident of Cambria, Indiana, and Somerset counties
  • A comprehensive professional and reference collection available for check-out by member library staff and trustees.
  • Book club and STEM kits acquired on behalf of the district and available for use in library programming
  • Continuing Education opportunities in the form of bi-monthly district meetings, a bi-annual districtwide development day workshop, and attendance at state and national conferences
  • Subscription to cloudLibrary, enabling access to eBooks and eAudios, along with district e-content purchasing and support.
  • Representation on behalf of the district and region to Office of Commonwealth Libraries and Pennsylvania Library Association
  • Annual spring Youth Services programming and development workshop for member library staff.
  • Up-to-date information on library trends, statewide initiatives, state standards and legislative matters.
  • Access to a full-time District Consultant for professional support and guidance
